1. OFFICER IN CHARGE OF AN ENGINEERING WATCH ON SHIPS LESS THAN 750 kW

TMQ / STCW reference: TMQ Code: Engine Department route for Marine Engineer Officer Class 4 / ships less than 750 kW; related STCW and national certificate route.

Minimum entry qualification: A holder of Certificate of Secondary Education Examination (CSEE) with passes in Mathematics and Physics/Engineering Science, or an equivalent approved qualification relevant to engine rating / engineering training.

Approved sea-service / workshop requirement: Approved seagoing service on ships of less than 750 kW propulsion power, normally supported by training record book and engine-room watchkeeping experience. TMQ route shows 24 months seagoing service on ships of less than 750 kW before assessment for this capacity.

Main documents to accompany application: Proof of identity, valid medical fitness certificate, Continuous Discharge Certificate (CDC) or seafarer identity/record book, approved onboard training record, Basic Safety Training certificates, Security Awareness or Designated Security Duties certificate, previous relevant certificate/proficiency evidence where applicable, and any other document required by TASAC/BoE.

Course duration: Six (6) months, one semester.

2. OFFICER IN CHARGE OF A NAVIGATIONAL WATCH ON SHIPS LESS THAN 500 GT

TMQ / STCW reference: TMQ Code: Deck Department, near-coastal voyage route; STCW Regulation II/3 and Table A-II/3.

Minimum entry qualification: Route A: CSEE with at least four passes including Mathematics, Physics/Engineering Science or Geography, and English, with approved deck-rating sea service. Route B: relevant NTA Level 6 certificate or ACSEE with principal passes in Mathematics and Physics or Geography, or holder of Master Near-Coastal less than 500 GT certificate, subject to TASAC acceptance.

Approved sea-service / workshop requirement: Approved near-coastal seagoing service as deck rating or relevant approved training route, supported by onboard training record book. Candidate must meet the TMQ near-coastal sea-service route before assessment.

3. ELECTRO-TECHNICAL OFFICER (ETO)

TMQ / STCW reference: TMQ Code: Engine Department, Electro-Technical Officer route; STCW Regulation III/6 and Section/Table A-III/6.

Minimum entry qualification: 36-month route: CSEE with four passes including Mathematics, Physics/Engineering Science and Chemistry, or Certificate in Marine Engineering NTA Level 4, or NVA Level III in Electrical Engineering/Automobile Engineering. 12-month route: ACSEE with principal passes in Mathematics and Physics or Chemistry, or relevant NTA Level 6 / Full Technician Certificate (FTC).

Approved sea-service / workshop requirement: 36-month route requires six (6) months approved workshop skills training and thirty (30) months approved seagoing service. 12-month route requires six (6) months approved workshop skills training and six (6) months relevant approved seagoing service. Candidate must complete approved ETO education and training and pass written/oral assessment.

4. OFFICER IN CHARGE OF AN ENGINEERING WATCH

Minimum entry qualification: Route A: CSEE with four passes including Mathematics, Physics/Engineering Science and English, or Technician Certificate in Marine Engineering NTA Level 5. Route B: ACSEE with two principal passes including Mathematics and Physics or Chemistry, or holder of CoC for Officer in Charge of Engineering Watch on ships less than 750 kW.

Approved sea-service / workshop requirement: Route A requires not less than thirty-six (36) months approved seagoing service, including engine-room watchkeeping training and approved training record book. Route B requires not less than twelve (12) months approved seagoing service, subject to route conditions in the TMQ Code.

5. OFFICER IN CHARGE OF A NAVIGATIONAL WATCH ON SHIPS OF 500 GT OR MORE

TMQ / STCW reference: TMQ Code: Deck Department; STCW Regulation II/1 and Table A-II/1.

Minimum entry qualification: CSEE with four passes including Mathematics, Physics and English plus approved deck-rating seagoing service; or Technician Certificate in Maritime Transport NTA Level 5 plus approved deck-rating seagoing service; or ACSEE with two principal passes in Mathematics, Physics or Geography; or holder of OICNW on ships less than 500 GT, subject to sea-service requirements.

Approved sea-service / workshop requirement: Thirty-six (36) months approved seagoing service as rating for the 36-month route, or twelve (12) months approved seagoing service for the advanced/approved education route and holders of OICNW less than 500 GT. Approved onboard training record book is required.

Minimum entry qualification: A holder of Certificate of Competency as Officer in Charge of a Navigational Watch on ships less than 500 GT, or equivalent certificate accepted by TASAC for the near-coastal route.

Approved sea-service / workshop requirement: Not less than twelve (12) months approved seagoing service on board ship as Officer in Charge of a Navigational Watch on ships less than 500 GT, supported by approved service evidence and certificate validity.

Main documents to accompany application: Proof of identity, valid medical fitness certificate, CDC/seafarer record book, existing OICNW less than 500 GT certificate, evidence of approved sea service, Basic Safety refresher where required, Security Awareness/Designated Security Duties, ECDIS where applicable, GMDSS/ROC or GOC where applicable, Medical First Aid, Radar/ARPA/Bridge teamwork where required, and any other TASAC/BoE documents.

7. MASTER AND CHIEF MATE ON SHIPS BETWEEN 500 GT AND 3000 GT

TMQ / STCW reference: TMQ Code: Deck Department; Chief Mate/Master between 500 GT and 3000 GT, STCW Regulation II/2 and Section A-II/2.5.

Minimum entry qualification: A holder of Certificate of Competency as Officer in Charge of a Navigational Watch on ships of 500 GT or more.

Approved sea-service / workshop requirement: For Chief Mate: not less than twelve (12) months approved seagoing service as OICNW. For Master: not less than twenty-four (24) months approved seagoing service, of which at least twelve (12) months shall have been served as Chief Mate, subject to TMQ/BoE assessment route.

Course duration: One (1) academic year, organized in two semesters.

8. MASTER AND CHIEF MATE

TMQ / STCW reference: TMQ Code: Deck Department, unlimited voyages; STCW Regulation II/2 and Table A-II/2.

Minimum entry qualification: A holder of Certificate of Competency as Officer in Charge of a Navigational Watch on ships of 500 GT or more, with valid supporting certificates and sea service accepted by TASAC.

Approved sea-service / workshop requirement: For Chief Mate: approved seagoing service after OICNW certification as required by TMQ route. For Master: approved seagoing service of not less than thirty-six (36) months as OICNW, or reduced route where the candidate has served as Chief Mate according to TMQ/STCW requirements.

Minimum entry qualification: A holder of Certificate of Competency as Officer in Charge of an Engineering Watch on seagoing ships powered by main propulsion machinery of 750 kW propulsion power or more.

Approved sea-service / workshop requirement: For Second Engineer Officer: not less than twelve (12) months approved seagoing service while qualified as Officer in Charge of an Engineering Watch. For Chief Engineer Officer: not less than twenty-four (24) months approved seagoing service, of which at least twelve (12) months shall have been served as Second Engineer Officer.

Minimum entry qualification: A holder of Certificate of Competency as Officer in Charge of an Engineering Watch on seagoing ships powered by main propulsion machinery of 750 kW propulsion power or more, with supporting certificates accepted by TASAC.

Approved sea-service / workshop requirement: For Second Engineer Officer: not less than twelve (12) months approved seagoing service as OICEW on ships of 750 kW or more. For Chief Engineer Officer: approved sea service as Second Engineer Officer according to TMQ/STCW III/2 route, including the required aggregate service before written and oral assessment.

Applicant reminder: Submit the application through the DMI online application system and ensure foreign certificates are certified/equated where required before submission.

Applicant lodges an application through the DMI Online Application System (oas.dmi.ac.tz), also accessible through the DMI website.

Foreign students must ensure that their certificates are certified or equated by the National Examinations Council of Tanzania (NECTA) or relevant authority as required.

Applicants for STCW Certificate of Competency programmes applying online should pay the prescribed non-refundable application fee as communicated by DMI.

Applicants should attach proof of identity, education certificates, medical fitness certificate, sea-service testimonials, CDC, training record book, previous certificates and mandatory short-course certificates relevant to the certificate capacity.
